Carmella R. Mantello

Carmella R. Mantello, who has extensive public and private sector work experience, currently serves as Troy City Council President and a Research Analyst for the New York State Legislature. Previously, Ms. Mantello served as an Eastern New York Regional Business Development Representative for Barton and Loguidice, where she promoted, developed, and marketed the firm’s professional engineering and planning services. Ms. Mantello, a former Director of the New York State Canal Corporation, also managed the operation, maintenance and promotion of the state’s Canal System. 

Ms. Mantello also served as Executive Director of the Hudson River Valley Greenway Communities Council, Executive Director of the Greenway Conservancy for the Hudson River Valley, Inc., and Director of the Hudson River Valley National Heritage Area.  In these roles, Ms. Mantello worked with local and county governments, state and federal agencies, non-profit organizations, the business community and private citizens to encourage initiatives related to the Greenway Criteria of natural and cultural resource protection, economic development, regional and inter-municipal planning, public access to the Hudson River and heritage and environmental education.  

Ms. Mantello’s public service also included Assistant Secretary of State with the New York State Department of State’s Office of Local Government and Community Services, where she served as Project Director of the New York State Quality Communities Task Force and Program.  Additionally, she worked twelve years as Legislative Director to a New York State Senator, Executive Director of the New York State Senate Labor Committee and six years as a Troy City Council Member.  Ms. Mantello received an Individual Studies Degree from Hudson Valley Community College. Ms. Mantello, her husband Paul Laviano and their two children reside in Troy, Rensselaer County.
